Associate Director/Director (PMO + HR Capacity MGMT) - 130k

My client is looking for a director focuses on capacity/headcount management for IT projects.

Responsibilities:

  • Design and implement strategies to address resource capacity challenges by balancing supply and demand, incorporating both Agile and traditional project delivery methodologies.
  • Lead and embed a structured resource planning and allocation approach within delivery teams to ensure consistency and transparency.
  • Develop processes to size and prioritize initiatives, creating a clear and uniform approach to managing the change pipeline.
  • Provide senior leadership with accurate data on resource utilization, availability, and sequencing options for future initiatives.
  • Proactively identify risks related to resource gaps and implement mitigation strategies to support seamless project delivery.
  • Pinpoint knowledge silos or areas of concentrated expertise and collaborate with team leaders to enable effective knowledge transfer and retention.
  • Establish mechanisms to identify and address non-resource-related capacity constraints to optimize portfolio decision-making and resolve conflicts.

Requirements

  • Possess a university degree (preferred) and 15–20 years of hands-on project management experience in complex organizations.
  • Demonstrate expertise in program management practices, including Agile and PMP, with certifications such as Six Sigma, PMI, or Prince2 being advantageous.
  • Exhibit strong collaboration, communication, and influencing skills to engage effectively at all organizational levels.
  • Be proficient in English (Cantonese is a bonus) and advanced in Microsoft tools (Word, Excel, PowerPoint, Project); experience with Excel Macros or VBA is a plus.
  • Bring a solid understanding of IT infrastructure domains such as networks, systems, storage, and cloud platforms.
  • Showcase excellent problem-solving skills with a proven ability to identify project risks and deliver effective solutions.
  • Have a proactive, self-motivated approach with experience in coaching and knowledge-sharing environments.
