The challenge

To support a major data centre relocation and comprehensive infrastructure revamp driven by new Hong Kong Insurance Authority (HKIA) regulatory requirements, our client needed to rapidly scale its technology teams. This urgent transformation required niche professionals who could hit the ground running without business disruption. However, the local talent pool presented severe constraints.Quality assurance (QA) and project management roles demanded deep insurance domain expertise or experience handling large-scale corporate projects, meaning talent had to be pinpointed directly from strict competitor environments.

Simultaneously, technical lead roles required advanced cloud expertise, a highly sought-after skill set that significantly limited local availability. With hard regulatory deadlines looming, the client faced intense time pressure to secure subject matter experts (SMEs) across Linux, mainframe, storage, and network engineering.

The solution

As a long-term talent partner, our specialised contracting team deployed a targeted, multi-channel sourcing strategy to deliver immediate resource relief:

  • Cross-sector network leveraging: we tapped into our extensive IT contractor network across System Integrators (SIs), IT vendors, and the broader financial services sectors to bypass traditional talent shortages.
