Hire top IT contractors in 2025: Hong Kong tech contract recruitment landscape
Contractor hiring has always been a flexible solution for businesses needing specialised skills without long-term commitments. But in 2025, employers are finding it increasingly difficult to secure top IT contractors, as many of them are now hesitant to return to short-term roles following recent economic downturns.
We spoke with Pinki Chan, senior manager – tech & transformation, contract division at Robert Walters Hong Kong. With her daily conversations with both employers and contractors, Pinki offers expert insights into the current hiring trends—and how businesses can adapt their strategies to succeed.
Consumer services ramp up digital investments
While hiring in traditional banking and major life insurance sectors has slowed due to economic uncertainty, non-major insurers continue expanding their digital capabilities, particularly for regulatory-driven projects.
These sectors benefit from a larger pool of project-experienced talent. Insurance firms seek professionals with expertise in both core systems (life/health operations) and cloud technologies, while in retail and corporate banking requires specialists in digital platforms and automation tools, a domain knowledge of banking products and processes is also essential.
Hiring in investment banking focuses exclusively on low-latency trading systems (requiring FIX protocols/QuickFIX expertise), big data processing, and cloud-native solutions, with particular need for Python/Java/C# developers and AI/ML specialists for predictive analytics and automation, as well as DevOps and cyber security skills for scalable infrastructure.
Meanwhile, consumer-facing industries are seeking talent with experience in managing large-scale projects, a strong understanding of new technologies or cloud-based ERP solutions, and the ability to collaborate effectively with both business and technical teams to deliver end-to-end solutions. We have observed an increased activity among client-focused industries such as entertainment, transportation, payments, and retail. These sectors are actively investing in cloud-based solutions, SaaS products, and artificial intelligence to enhance their operational capabilities.
AI Driving Demand for Data Specialists
AI remains a key driver of hiring demand, particularly for professionals who can bridge the gap between data infrastructure and AI implementation. Many firms are eager to integrate gen AI into their operations but are discovering that their data maturity lags behind ambition. This has created demand for contractors skilled in data engineering, data pipeline development, and generative AI & RAG framework integration.
While salary expectations have tempered slightly compared to previous years, candidates with niche expertise, particularly in gen AI—still hold significant bargaining power. Employers must now balance competitive pay with other incentives, such as project exposure and upskilling opportunities, to secure the best talent in a market.
For data engineers, ETL engineers, and AI/ML engineers, the hiring process is prolonged due to a limited pool of talent and candidates having multiple offers, allowing them to be more selective. It takes longer for employers to qualify suitable candidates; thus, the process involves longer technical tests and behavioural interviews.
Active hiring in operational roles
Hiring for helpdesk and network engineers is moving quickly, with some roles filled within two weeks. Companies in the commercial and financial sectors are actively hiring replacements for helpdesk and network engineers professionals with experience in Cisco, FortiGate and Palo Alto to maintain daily operations.
Meanwhile, workplace technology engineer roles—particularly those involving Intune and M365 migrations—are experiencing delays due to a shortage of experienced contractors.
Digital transformation fuelling demand for cloud specialists
Digital transformation remains a top priority across industries, with many organisations investing in cloud-based solutions to replace outdated systems. Java developers remain in high demand for enterprise application modernisation and building secure, scalable solutions. While cloud specialists (particularly in AWS and Azure) are essential for migration projects and managing applications. Insurance firms, IT vendors, and government agencies are leading this charge, often competing for the same limited pool of contractors.
In addition to technical specialists, businesses undergoing large-scale transformation increasingly require interim leaders to drive these initiatives forward. Professionals such as interim CIOs or project directors bring the strategic oversight needed to ensure successful implementation while navigating organisational complexities.
