IT Project Manager – Governance & Technology Change (Contract)

A leading international bank is seeking an experienced IT Project Manager in Hong Kong to support the delivery of strategic transformation, governance, and technology enhancement initiatives.

This role will work closely with global and regional stakeholders to drive programme execution, oversee governance activities, manage risks and dependencies, and ensure the successful delivery of key business and technology change initiatives from inception through to implementation.

Key responsibilities:

• Lead and coordinate project delivery across business and technology workstreams
• Develop and maintain project plans, milestones, dependencies, and delivery roadmaps
• Drive execution of programme activities and ensure timely completion of deliverables
• Partner with business, operations, technology, risk, and control functions to achieve programme objectives
• Provide regular status reporting and management information (MI), ensuring transparency on project progress, risks, issues, and dependencies
• Facilitate governance forums, working groups, and steering committee meetings
• Manage project RAID logs, action trackers, decision logs, and programme documentation
• Identify, track, and escalate risks, issues, and blockers to ensure timely resolution
• Support remediation and control enhancement initiatives, ensuring actions are appropriately managed and tracked to closure
• Drive continuous improvement across processes, controls, and delivery practices

Candidate profile:

• 5–10 years’ project management experience within banking, financial services, or other regulated environments
• Proven experience delivering business transformation, technology change, governance, regulatory, data, or control-related programmes
• Strong stakeholder management skills, with the ability to engage effectively across business and technology teams
• Experience managing project governance, executive reporting, risk and issue management, and programme controls
• Strong analytical skills, with the ability to produce and present management information, dashboards, and project reporting
• Demonstrated ability to manage multiple stakeholders and priorities within a complex organisation
• Excellent communication, presentation, and influencing skills
• Professional certifications such as PMP, PRINCE2, or Agile certifications are preferred
