A Biotechnology Research organisation in Hong Kong seeks a Procurement Manager (1-year contract) to strengthen procurement operations and governance, ensuring compliant, efficient procurement across the organisation.

Key responsibilities:

  • Lead the end-to-end procurement function, ensuring all procurement activities are delivered in compliance with organisational policies, governance standards, and contractual requirements while maintaining operational efficiency
  • Manage the full procurement lifecycle, including purchase requisitions, supplier sourcing, tendering, quotation evaluation, contract preparation, purchase order issuance, negotiation, and supply chain coordination to secure best-value outcomes
  • Partner with internal stakeholders and external vendors to understand procurement needs, develop procurement documentation, negotiate commercial terms, monitor vendor performance, and drive service quality, compliance, and successful contract delivery
  • Strengthen procurement governance and continuous improvement by reviewing and enhancing procurement policies, maintaining complete audit-ready documentation, and providing market insights to support strategic sourcing initiatives and process enhancements
  • Drive procurement excellence through cross-functional collaboration, delivering transparent communication, evidence-based recommendations for management approval, and fostering an inclusive, accountable procurement culture across the organisation

Candidate profile:

  • Bachelor's degree in Procurement, Supply Chain Management, Business Administration, or a related discipline, with 10+ years’ procurement experience, ideally within a large public sector or similarly complex organisation
  • Proficient in Microsoft Office, particularly Word and Excel, with experience preparing procurement documentation, management reports, and supporting procurement operations
  • Proven experience working in complex, multi-stakeholder environments, collaborating with cross-functional teams, vendors, and senior management while ensuring procurement compliance and governance
  • Strong procurement expertise, commercial acumen, stakeholder management, supplier negotiation, analytical reporting, organisational skills, and the ability to proactively manage priorities and resolve challenges
  • Excellent written and verbal communication skills in English and Chinese, with the interpersonal ability to build effective relationships across diverse internal and external stakeholders
