Agile PM - Mandarin Speaker (2-year contract)

A leading energy and utilities organisation seeks a Mandarin-speaking Agile PM (2-year contract) in Hong Kong to lead cross-border digital delivery, build high-performing teams, and strengthen operational capabilities.

Key responsibilities:

As an Agile PM, you will oversee cross-border delivery operations, strengthen governance and resources, and drive operational improvements, team performance, and scalable growth.

• Oversee day-to-day operations and cross-location coordination, supporting delivery across Hong Kong and Qianhai teams
• Manage the delivery portfolio, analysing progress, risks, dependencies, and escalations across multiple projects and domains
• Oversee vendor performance, resource planning, allocation, and utilisation to maintain quality, capacity, and the right skill mix
• Prepare senior management reporting and support governance forums with accurate portfolio and delivery updates
• Coordinate Digital teams, business stakeholders, and delivery teams while driving improvements to operating models, processes, tools, and practices
• Support workforce planning, operational readiness, change initiatives, and an inclusive high-performance culture as the centre scales

Candidate profile:

• 6–8 years’ experience in project, programme, or portfolio management within technical or business environments, with a recognised university degree
• Software or IT delivery experience with Agile frameworks such as Scrum/Kanban and metrics including sprint velocity and defect leakage
• Vendor management and resource planning experience across multi-vendor environments, with exposure to T&M models, rate cards, or resource augmentation contracts
• Strong stakeholder management, portfolio reporting, governance, upward management, and structured communication skills across teams, functions, and seniority levels
• Change management and continuous improvement experience, with knowledge of Mainland China, cross-border operations, China-specific tooling, and operating model transformation
• Fluent English, Cantonese, and Mandarin, with MS Excel and PowerPoint proficiency, strong organisation and attention to detail, and flexibility to work across Hong Kong and Qianhai
