IT Planning & Project Governance Manager

Lead IT planning, project governance, and financial management for strategic technology initiatives within a leading Japanese bank.

Job Duties

• Lead IT planning and budgeting activities to support the bank's technology roadmap and business strategy.
• Drive strategic project planning, portfolio management, and governance across key technology initiatives.
• Manage IT financial planning, budget forecasting, cost tracking, and investment analysis to ensure effective utilization of technology resources.
• Establish and enhance project governance frameworks, controls, and reporting standards for technology programs.
• Oversee project financial governance, including budget monitoring, business case evaluation, and financial performance tracking.
• Support senior management in IT investment planning, prioritization, and strategic decision-making.
• Identify and manage project-related risks, issues, dependencies, and governance requirements throughout the project lifecycle.
• Develop management reports, dashboards, and executive presentations on project portfolio performance and financial status.
• Collaborate with business stakeholders, technology teams, and regional offices to ensure alignment of strategic initiatives and governance standards.
• Drive continuous improvement of IT planning, project governance, and financial management processes.

Requirements

• Bachelor's degree in Information Technology, Business Administration, Finance, or related disciplines.
• 8+ years of experience in IT Planning, IT Finance, PMO, Project Governance, Project Portfolio Management, or Strategic Technology Planning within the banking or financial services sector.
• Proven experience in managing technology budgets, financial planning, and project investment governance.
• Strong understanding of project governance frameworks, project financial controls, budgeting, forecasting, and portfolio management.
• Experience supporting large-scale strategic technology initiatives within a regulated environment.
• Knowledge of banking technology governance practices and project risk management.
• Strong analytical, financial management, and stakeholder management skills.
• Ability to communicate effectively with senior management and cross-functional teams.
• Fluent in English and Cantonese.
