香港企业开启灵活用工模式:超85%雇主为合同制员工提供医疗保障

在企业降本增效、精简编制的背景下,合同制招聘(灵活用工)正成为香港企业人才战略的核心一环。根据华德士最新发布的《2025年合同制员工薪酬指南》,64%的香港雇主计划在未来聘用合同制员工,以破解核心人才短缺并优化人力成本。随着企业对灵活用工模式的依赖度日益加深,雇主们也在大幅升级合同制员工的福利待遇,以吸引顶尖菁英。其中,超过85%的雇主如今已提供医疗保障,逾20%的雇主提供的年假超过18天。

面对经济环境的不确定性与紧缩的正式员工编制,合同制招聘已成为企业在保持成本控制的同时、快速引入外部高端专家智库的战略级解法。此外,“先转后正”的趋势也愈发明显——越来越多的雇主正通过短期项目来考察候选人,许多合同制岗位正逐步演变为长期全职机会。

 

合同制人才获委以重任,深度涉足关键岗位


如今,合同制员工已不再被视为填补空缺的“临时替补”。指南显示,一个明显的趋势是:越来越多高敏、高影响力的核心岗位开始向合同制员工开放。以往出于信息敏感性而高度依赖长期正职的领域——如法务、审计和合规部门——现在正积极引入高技能的合同制专家,以应对有明确时间周期、且需要极高专业素养的特定项目。

华德士香港技术与转型副总监曾沅桦对此评论道:

雇主们正逐渐意识到,合同制员工带来的不仅是编制上的灵活性,更是深厚的行业专家经验。我们看到市场正在发生转变:合同制人才开始承担起关系到企业核心利益的高风险工作,而企业的福利和留才战略也在同步升级,以匹配这些高端人才的价值。

 

福利“卷”向灵活用工:待遇全面对齐正职员工

为吸引合同制专才,企业提供的福利待遇变得更具竞争力。指南指出,85%的香港雇主现已为合同制员工提供医疗保险,较去年上升4%,使外包员工在健康保障上与正式员工全面对齐。此外,超过20%的雇主提供的年假超过18天,另有36%的雇主提供15至17天的年假。这些福利的实质性提升,表明企业已视合同制员工为团队的重要一员,而非传统意义上的临时短工。

同时,“项目完工奖金(Completion Bonuses)”也日渐普及。33%的雇主会在项目顺利交付后向合同制员工发放奖金,金额通常相当于一个月薪资或年薪的一定比例。这种强激励机制有力地协助企业留住了高绩效专业人才,确保了项目顺利完成。

 

人工智能推动科技领域合同制需求,各行各业灵活用工需求全面开花

生成式人工智能等新技术兴起,正在推动科技领域对 AI/ML 工程师、数据专家 (Data specialist) 及云端架构师 (Cloud architect) 等岗位的合同制人才需求。企业积极引入 AI 应用,但面临人才供应不足的挑战。

在金融服务领域,面对监管政策的频繁变动,金融机构正大量引入合同制专家来加固风险与合规管理架构,快速填补法务和治理团队的紧急空缺;同时,合同制律师也被广泛聘用,以支持复杂的金融创新产品研发与跨境交易。

除了技术与金融双引擎,这股浪潮也在向人力资源和行政支持职能蔓延。随着企业全力追求用更低的成本撬动更高的业务敏捷度,诸如 HRBP(人力资源业务伙伴)、财务转型专家以及高管行政特助(EA)等岗位,也越来越多地采用合同制模式进行配置,企业期望以更具弹性及成本效益的方式应对人手安排。
