Head of Projects - Cooling (Main Contractor)

A leading utilities organisation seeks a Head of Projects - Cooling (Main Contractor) in Hong Kong to lead large-scale building and district cooling projects, driving safe delivery, operational excellence, and team development.

Key responsibilities:

As Head of Projects, you will lead end-to-end project delivery, construction strategy, commercial planning, compliance, risk management, and team development for major cooling infrastructure projects.

• Drive business development and tendering by developing HVAC construction and implementation plans, cost estimates for C&S and MEP works, buildability assessments, risk evaluations, value engineering initiatives, and customer proposals
• Lead construction and procurement strategy by selecting C&S and MEP contractors and subcontractors, establishing outsourcing strategies, managing service providers, and ensuring delivery against service requirements
• Own end-to-end project delivery by building project management teams, coordinating contractors, suppliers and equipment procurement, and overseeing progress against safety, compliance, budget, and timeline requirements
• Oversee site execution and commissioning including method statements, material submissions, spatial coordination, testing and commissioning plans, process improvements, and cost-saving measures while maintaining quality and safety
• Ensure compliant and successful project completion by managing regulatory and environmental requirements, risk mitigation, contractor and supplier performance, defect rectification, and seamless handover to operations

Candidate profile:

• University degree in Mechanical, Electrical, or relevant Engineering discipline, with 15+ years’ industry experience and 8+ years managing sizeable teams in large-scale construction environments
• Proven Hong Kong new-build experience, particularly HVAC systems or central chiller plants; district cooling experience highly desirable, with Chartered Engineer status advantageous
• Deep air-side and water-side HVAC operation and maintenance expertise, with business development experience in supplier and contractor partnerships
• Strong project and financial management skills across budgeting, cost control, resource optimisation, financial planning, profitability improvement, and process improvement
• Excellent stakeholder, team leadership, safety, occupational health, and risk management skills; fluent in spoken and written English and Cantonese
